Is there a means by which a so-called "Text" message can be sent from or
received by a PC, using its Internet connection? - and, if so, how to do
it?

"Text" as in "SMS"? Yes there are many providers offering such
services. Some offerings are outbound only while others will allocate a
phone number to also permit reception. Typically the API is provided as
a web service.

I have used such services in the past though no recent experience of
providers but most VoIP suppliers can do this. For example:
